localdhcp_ip resource picks a free address from UniFi inventory
(active clients + fixed-IP reservations + last leases) with a live
ICMP/ARP probe, then pins it in state. Includes localdhcp_free_ips
data source, GoReleaser + Forgejo release/test actions, and an
install script for the terraform/tofu filesystem mirror.
